John O’Connell, chief executive, Taxpayers’ Alliance (Chair)
John joined the TPA as an intern in 2009. Since then he has worked at every level of the organisation which made him uniquely qualified to become Chief Executive beginning August 2016. As a researcher, and later Research Director, he wrote major reports for the TPA on quangos, government capital procurement, regional business policy and local government pensions. He co-authored the influential paper How to Save £50 Billion: reducing spending for sustainable public finances, released in conjunction with the Institute of Directors. John oversaw the work of the 2020 Tax Commission. He also wrote and edited several sections of its final report, The Single Income Tax, which won the Templeton Freedom Award from the Atlas Network.
Andrew Allum, former chairman, TaxPayers’ Alliance
Andrew is a Senior Partner in L.E.K. Consulting’s London office with more than 28 years of consulting experience. Andrew leads our Transport practice in Europe, which covers all modes of passenger and freight transport including air transport, shipping, public transport, new mobility, logistics and ports. Andrew also works in specific areas of business services and leads much of our work in dispute resolution and commercial claims.
Dr Ted R. Bromund, founder, Bromund Expert Witness Services, and former senior research fellow in Anglo-American Relations, The Margaret Thatcher Center for Freedom, The Heritage Foundation
Dr Ted R. Bromund received his PhD in 1999 from Yale University for a thesis on the domestic politics of Britain’s first application to the EEC. He taught history and international relations for eight years at Yale, and then served as a Senior Research Fellow for sixteen years in the Margaret Thatcher Center for Freedom at The Heritage Foundation, writing on treaties, international organizations, Brexit, and US-UK relations. He is now the founder and principal of Bromund Expert Witness Services, which assists individuals being harassed by autocratic regimes through INTERPOL.
Lord Matthew Elliott, president, Jobs Foundation
Lord Elliott has worked on UK public policy for almost twenty five years, including overseeing two national referendum campaigns – No2AV and Vote Leave, founding four high profile pressure groups including the TaxPayers’ Alliance and convening two respected policy commissions.
Tali Fraser, assistant editor, ConservativeHome
Tali is the assistant editor at ConservativeHome where she regularly writes about the state of the Conservative Party and the future of the right. She graduated from Leeds University with a degree in Politics and has previously written for The Spectator, The Mail on Sunday, and The House magazine.
Andrew Lilico, executive director and principal, Europe Economics
Andrew is Executive Director and Principal of Europe Economics. He has over 15 years’ experience of providing expert economic advice to clients around the world. Andrew has previously been the Chief Economist of Policy Exchange and has also worked for University College London, the Adam Smith Institute, the Institute of Directors and the Institute of Fiscal Studies.
