With Britain’s borders seeming to exist in name only, services stretched and spiralling costs for taxpayers, how can the UK regain control of its borders, ease pressure on housing and public services, and build a system that works in the national interest?

Elliot Keck, head of campaigns, Taxpayers’ Alliance (Chair)
Elliot joined the TaxPayers’ Alliance in January 2022 and is responsible for leading the campaigns team. He was previously Investigations Campaign Manager with specific responsibility for the TPA’s War on Waste campaign. Before the TPA, Elliot spent a period working in Parliament running the press and campaigns for a backbench MP, after a stint working for a think tank. He has a master’s degree in International Politics from City, University of London and a BA in History and Politics from University of Birmingham. While at university he did a year abroad in Canada.
Katie Lam MP
Katie has represented the Weald of Kent since 2024. She previously worked in senior roles in government: in the Home Office, Katie focused on national security (counter terrorism, MI5 oversight and serious organised crime); and in 10 Downing Street, Katie served as Deputy Chief of Staff and head of the Prime Minister’s Business Team. Katie spent the rest of her career in the private sector. She was Chief of Staff at AI company Faculty, one of the UK’s fastest growing tech companies, and before that spent years of her career at Goldman Sachs, rising from intern to Vice President. She trained as an equity research analyst, and later led teams running various projects, analysis and operations internally. She has built and run successful international teams with large remits and substantial budgets.
Rory McGregor, chairman, TaxPayers’ Alliance
Rory started his career in 1990 at Barclays Bank in New York and worked in Tokyo, before returning to Jamaica as Foreign Exchange Treasurer for Jamaica Citizens Bank (now part of the Royal Bank of Canada). After completing his MBA, he joined Credit Suisse in London. In 1999, he founded and managed a wireless technology company before joining Emso Asset Management in 2003. As of April 2023, he has stepped back from his role as COO but continues to be a board member and shareholder of the firm. Rory earned an MBA from the Wharton School, University of Pennsylvania and a BA from Rutgers University.
Chris Philp MP, shadow home secretary
Chris has represented Croydon South since 2015. He held a number of roles under the last Conservative government including paymaster general, chief secretary to the treasury, minister of state for crime, policing, and fire, and currently serves as shadow home secretary. Before entering parliament, Chris set up and ran multiple businesses and charities.
Nick Timothy MP
Nick has been the member of parliament for West Suffolk since 2024. He was previously a special adviser to Theresa May in the Home Office and joint chief of staff during her first year in Downing Street. Nick spent time as a director of the New Schools Network and is a columnist for the Daily Telegraph. He has also been at the forefront of the fight for free speech and currently has a bill going through parliament defending freedom of expression.
Melisa Tourt, communications and digital manager, Centre for Policy Studies
Melisa is the Communications and Digital Manager at the Centre for Policy Studies. She previously worked in public affairs focusing on civil liberties campaigns for NGOs. Melisa is the co-founder of Open Justice UK, where she leads on research. Prior to her public affairs work, she served as a researcher for a Member of Parliament.
